For reference, the above message is a reply to a message where: Joe Biden wants to protect those whales via speed limits on boats offshore. Sounds like window dressing. And its only proposed for boats between 35 ft & 65 ft. long. Some Marlin fishing boats but not some others. And not for big ships. Weird !! Turn the coast guard into radar watching cops.
