NOAA says: “The average temperature of the contiguous U.S. in July 2023 was 75.7°F, 2.1°F above average, ranking 11th warmest in the 129-year record. Generally, July temperatures were below average in the central and northern Plains and Upper Midwest.”
Note the 11th warmest Good research. The climate temps and studies are dealing with globally wide data, and globally wide concerns. Not just some states or some nations.

For reference, the above message is a reply to a message where: No. But I do find the 2.1 F (1.18 C) warmer than the average July between 1951 and 1980 to be significant.
