Civil servants rarely get fired. Transferred, reassigned but rarely fired.'

For reference, the above message is a reply to a message where: I sure agree with that--but.  The career bureaucrats tend to be fired and new bureaucrats appointed to replace them as new administrations take over every four to eight years.  It's always been that way.  And these alphabet soup agencies all tend to operate based on the input from the heads of their agencies, who in turn dictate according to the wishes of the current administration. Am I missing something?
