I see you're thirsty. If you promise to vote for my candidate, I'll give you some water? That's nonsense. More likely that without food and water, some voters would get hungry and dehydrated, and give up waiting in the long line to vote. I seem to remember in the 60s some states blocked the sale of alcohol until after the polls closed.
