Nope.   All those quotes from Mitch, from Lindsey and whoever in 2016 are relevant to conditions where the Senate's political party differs from the President's party.  And very parallel with historic precedents under those conditions.    Differs from current conditions where the political parties are the same, between the Prez & the Senate, like this yr.

For reference, the above message is a reply to a message where: And whatever happened to Mitch McConnell's "the people should have a voice" Republicans are consistent...hypocrites.
