If that prank of gluing themselves, as public obstructions, would be outlawed by legislation making it a crime, this might become a deterrent. Maybe 30 day's in jail, allowing no bail before trials, and to actually bring prosecutions -- perhaps that could help.
Grounds would be obstruction of hospital bound traffic, ambulances, fire fighters constituting potential life or health threats, blocking public necessities such as police, water, sewage & utility repairs, potential loss of wages from losses of work hours, etc.. |

For reference, the above message is a reply to a message where: The worse part of this, gentlemen, is that this lack of planning is even worse among the upcoming generation, who believe that if they stand in the street or glue themselves somewhere, all will be right with the world. |
