If I were a conspiracy wingnut, I might be drawn to think the world's shakers and movers are resigned to allowing the CCP to become the leading super power by 2010 or sooner.  That the U.S. and all of Europe are rewarding China with a get-out-of-jail-free card, for killing millions of people across the globe, leaves me with no other explanation.
