A.  Gather nnn number of ballots completed top to bottom (Pres and down-ballot). 

      1. Scan them through finger/palm print scanner

          (a) They should show multiple and unique prints (unique = voters).                                      Repeated prints suggests the same Counter handled the batch.

B.  Gather nnn number of ballots with only votes for the President.

        1. Scan them through finger/palm print scanner

            See A.1.(a);  if not the case then;

        2.  These ballots will have one print or no prints which may suggest the ballots                    are fraudulent.  One print (unique voters) should not be repeated again                          throughout the batch scanned.  If prints repeat you have a fraudulent                            ballot. If NO prints appear on ballots this would suggest the ballot was filled-                out by backroom thugs wearing COVID-19 hand protection; each thug was given a box of blank ballots and told to fill in Biden for President.   

Caveat... this may not be a water-tight protocol but it sure is a helluva beginning.
