Seems a two step threshold to get to where you're projecting.  First intentionally making the lethal virus in a some lab -- then second choosing specifically, intentionally to release it onto the public.  

I'd suggest that any govt devious enough to intentionally release it, would be clever enough to avoid hitting its own citizens with those initial impacts, as happened in China. 

Seems more likely its sloppy handling, or a crazy rogue.  Or maybe there was faulty science in measuring its lethal strength.  Plenty of room for suspicions, but so far nothing specific along these lines.

We do know there were a bunch of "coverups" by China in those early days.  Delays in admitting, etc.  I'll post some of those, later on today.
