One reason he's saying is -- its not a new emergency all of the sudden.  The disease has been here for a while.  And at times has been at much higher levels.  And there's many other aspects that will be argued.

Seems a dumb argument for Biden to be saying, -- the unvax'ed need to get vax'ed to protect the vax'ed   Joe-- the vaxed are already protected.   

NOPE Biden is craving more control.  Biden is changing the subject away from Afghanistan.  Biden is catering to Gavin Newsom's election crowd, trying to motivate them for next Tuesday's California recall election.
