It's a joke.

For reference, the above message is a reply to a message where: I'd have no problem with the Juneteenth law, due for signing today.   Folks should recognize that this was initially done historically by the State of Texas.   And of course its also based on Lincoln's Emancipation Proclamation. A 2 min video, outlining the history behind the idea.
