Its not here quite yet, even in the HR-1 bill.  It's called a pre-registration.  But when this is combined with the new rules for no-voter-ID allowed,  several analysts are saying  "this would effectively ensure that underage individuals could vote with impunity.” 

But legislation allowing voting by 16 yr-olds was already being floated in 2019.  Among the 125 Dems who voted for this were: Adam Schiff, Eric Swalwell, Maxine Waters and Ted Lieu,  Tulsi Gabbard,  AOC, Rashida Tlaib,  Ilhan Omar, and Ayanna Pressley who introduced the legislation. 

 HR-1 seems a stepping stone towards their goal.  Handwriting on the wall, for 16 yr-olds, unless the Senate can block HR-1
